The Uttar Pradesh Cabinet, chaired by Chief Minister Yogi Adityanath, has approved the Uttar Pradesh Startup Policy 2026 and the Uttar Pradesh Startup Mission to foster innovation, entrepreneurship, and investment in the state. The policy aims to establish Uttar Pradesh as a leading startup hub by providing financial support, incentives, and infrastructure to new ventures.

Key Provisions of the Startup Policy 2026

The new policy increases seed funding support for startups from Rs 7.5 lakh to Rs 15 lakh, with the possibility of enhancement to Rs 50 lakh in special cases. Additionally, the monthly sustenance allowance has been raised from Rs 17,500 for one year to Rs 20,000 for two years.

The policy provides special incentives for startups working in emerging fields such as artificial intelligence, machine learning, robotics, quantum technology, and space technology. Some of the benefits include:

  • Prototype support of up to Rs 20 lakh for deep-tech startups
  • Seed funding of up to Rs 30 lakh for deep-tech startups
  • Patient capital support of up to Rs 100 crore for deep-tech startups

Strengthening the Startup Ecosystem

To strengthen the startup ecosystem, the state plans to establish 20 new Centres of Excellence focusing on areas such as AI, healthtech, agritech, robotics, and space technology. The financial support for these centres has been increased from Rs 10 crore to Rs 12 crore.

The Uttar Pradesh Startup Mission will work under the Department of IT & Electronics as the nodal agency for startup-related activities, improving coordination between startups, investors, academic institutions, incubators, and industry partners. With around 17,000 registered startups currently in Uttar Pradesh, the new policy is expected to expand the startup culture to villages and smaller towns.
